Sgt. George Dingwall Endowed Scholarship

Sgt. George R. Dingwall

Sgt. Dingwall is a Charter Oak State graduate and former Middletown, CT law enforcement officer who lost his life in the line of duty.  This special scholarship has been established in his memory.

This scholarship is available to full-time law enforcement officers from any geographic region of the United States.  Preference, however, is given to law enforcement officers within the State of Connecticut. 

The average bi-annual award is $700

Trooper First-Class, Ruth Garby-Torres, a recipient of the George Dingwall Scholarship Award, is a 2008 COSC Graduate.  She graduated with honors and was a recipient of the Doris Cassiday Award.  Ruth works for the CT State Police and is currently assigned to the Governor’s Security Unit.

  

 

 
 
 
I earned my Bachelors degree with a concentration in political science.  My employer does not offer generous tuition reimbursement and the Dingwall Scholarship helped me pay for tuition and fees when I attended Charter Oak.  The education I received through Charter Oak continues to help me understand how the law enforcement agency I work for operates as a government entity, how it is funded and how ways it can respond to our community’s needs through appropriate public policies and efficient public administration.  (Ruth Garby Torres)
